Provincial Proportionality in a ProRep Senate

 

So, if the senate was elected indirectly by application of the nation wide popular % vote by party and that proportion was applied to each party's preferential list, then how could we also, simultaneosly ensure a fair representation by province?

 

% of national total popular vote  multiplied by number of seats in the Senate  = number of Senate seats per party multiplied by % of total party vote by province = number of party Senators per province.

 

And this is a whole lot simpler to count than STV!

Yes, plus for most provinces

Yes, plus for most provinces there would only be a few seats up for grabs, so a list may be a single candidate.  You still may use the droop quota to determine seats.  (Ie, if there were 3 seats up, you would get one rep for every 25% +1 of the vote you received.
