Draft Resolution on Biofuels

FYI to non-members: There has been some discussion elsewhere on the public blogs as to the advisability of developing policy in public and I've opted to use the private portion of the site for this discussion. The only reason I'm posting this notice is because the Members Zone seems to be a little bit obscure.
