Commentaire officiel du parti

This motion effectively extends the Policy development and submission process, which at present staff provides in advance of a BGM, to a process that is available to members on a continuous basis. Policy is defined in Article 7.3.11 of the Party's Constitution. Motion G10-d04 also seeks to enhance Policy development and would complement this motion. Motion G10-d08 proposes a detailed system that also seeks to influence Policy between BGMs as well as develop and adopt Policy between BGMs.

Préambule

WHEREAS the Green Party of Canada is dedicated to grassroots, participatory democracy through a process of membership-driven policy formation;

WHEREAS many members have been concerned that policy resolutions do not receive sufficient discussion and debate at the General Meetings;

WHEREAS members passed two directive resolutions (G08-d08 and G08-d14) at the 2008 General Meeting calling for a continuous, online policy development process;

Dispositif

Be it resolved that Council shall establish the following policy development process to operate alongside the current General Meeting process:

  1. Members shall submit Policy Motions to a Policy Management Committee (PMC) that shall work with submitting members to ensure quality in drafting, coherence, research. etc.
  2. The PMC shall forward Policy Motions on to Cabinet which shall either (a) accept, (b) amend and accept, or (c) reject them.
  3. Cabinet shall forward all accepted Policy Motions on to an online Policy Assembly (PA) open to all GPC members.
  4. If less than 20% of members in the PA vote against a Policy Motion, it shall be forwarded on to the PMC for inclusion in the Green Book as official GPC policy.
