Canada now occupies a place on the world stage that represents not mere failure in meeting obligations to future generations. We no longer are a country struggling to meet commitments to reduce greenhouse gases, embarrassed by the distance between our goal and our behaviour. We now stand as saboteurs, obstructing progress for all the world.
We had seen it coming ever since Stephen Harper, the anti-Kyoto campaigner, was elected Prime Minister more than a year ago. He dispatched his first Minister of the Environment to her first international summit – one where ironically she would occupy the position of President of the negotiating process. This accident of history was due to Canada’s hosting of COP11, the major U.N. negotiation in Montreal November 28-December 10, 2005. By tradition, the environment minister of the host nation fills the role of presiding chair. Stephane Dion did a magnificent job in that role. With Harper’s election, Rona Ambrose took his spot at the helm of the vital negotiations. She immediately began steering for the reefs.
In spring 2006, the negotiating instructions to the Canadian delegation at the follow-up negotiations were leaked. Here is what was in the instructions to our negotiators: “Canada does not support a continuation of the status quo beyond 2012, and has no preconceived view on how a new commitment period might be structured.” Translation: Harper would not agree to binding targets in the next commitment period. It represented the first solid evidence that the Harper government would not only cancel Canada’s programme to meet greenhouse gas reductions under Kyoto. Far worse. We would work actively to harm global progress.
In September, Harper did more damage in person. In his meeting with the United Nations Secretary General he called for all nations to have intensity based targets. This approach is a fraud -- allowing emissions to rise while claiming to meet targets. It, again, reflects Harper’s desire not only to allow Canadian emissions to increase into the future, but for all nations to continue to do so.
This aspect of the Harper policy has recently been brought into the spotlight by our shameful actions at the Commonwealth Summit in Uganda. As most of you will know, Canada, with the assistance of the now defunct government of Australia’s John Howard, prevented an important statement of commitment to reduce GHG emerging from the Commonwealth nations. The dreadfully short time line to meet meaningful reductions -- to avoid hitting the point of no return – (as described in previous postings) requires that real progress be made when the U.N. negotiations resume at COP 13 in Bali (opening December 3). The majority of Commonwealth nations recognized that leadership required a strong statement going into Bali to assist in forward movement there.
Canada blocked that forward movement.
There are hardly words for the scandal this represents. For the dreadful irresponsibility of the Harper government. George Monbiot said that the triumvirate of Harper and Bush and Howard blocking action on climate represented a moral failure more culpable than that of Neville Chamberlain. I was variously skewered and attacked last spring for mentioning how Canada’s international reputation had suffered, citing George Monibiot’s statement to make the point.. (No need to revisit the various ways that quoting George Monbiot was viewed as some sort of political equivalent of a kamikaze mission.)
I repeat those words now, not because I thirst for abuse, but because in the light of day, following Canada’s actions in Uganda, they seem an understatement.

Undermining International Progress Exposes Harper
Mr. Harper has now exposed the depths at which the he and the Conservative Party will go to in undermining the thousands of scientists and world leaders around the planet who valiantly, tirelessly, heroically, feverishly are working to ensure a safe future for life on this planet.
"Global saboteur" is apt.
Like Elizabeth, I don't have the words to describe how profound this betrayal of Canada and the planet is.
Climate change is the defining issue of our time, of our generation, of our future, of our fate.
To have our Prime Minsiter undermining the future safety of Canada, of Canadians, of our children, our grandchildren, all the life forms on earth is staggering. Unacceptable.
Mr. Harper clearly does not understand that he has just opened Pandora's Box. He has no conception of the power, the fury, that he has just unleashed.
Never place yourself between a mother bear and her cubs. Simple. They teach you that in boy scouts and girl guides. Mr. Harper should beware. His actions imperil every child's future -- not just in Canada but around the planet. Beware of the mothers and fathers who -- with infinitely deep love for their children -- and profound hopes for their future -- will go to any length to protect them.
With a new determination of steel -- we shall prevail in this campaign. We cannot lose. It is inevitable that we shall win.
Here's the news: slick PR, greenwashing, can never overcome the error Mr. Harper has made. It's not the political error I care about -- it's the undermining of our future safety that's the unforgivable error.
As an aside, the NDP proves its' irrelevance through it's deafening silence.
Stephen Harper has shamed Canada before the world
Stephen Harper has shamed Canada before the world by sabotaging the efforts of 52 other nations for binding targets on greenhouse gas emissions at the Commonwealth summit. I am proud to be a Canadian, but I am ashamed that Stephen Harper is from Canada. The Conservatives are breaking international law and Canadian law by refusing to abide by Kyoto. Mr. Harper is doing the bidding of Big Oil and the Americans; the Conservatives are green like the U.S. dollar.
I now know how the Americans feel. They are saddled with a law-breaking President determined to enforce his own agenda upon the people - an agenda that includes a free ride for oil and coal barons and the mega-rich, and to hell with everyone else. And perhaps worse, the Americans also bear the millstone of the Democratic Party, whose main concern seems to be to assist Mr. Bush in any way possible.
The Australians - the only country other than the U.S. to refuse to ratify the Kyoto Protocol - have just humiliated John Howard by demolishing his party in an election. The Australians were so angered by Mr. Howard's reign that he even lost his own seat, and the incoming party has pledged to join Kyoto.
Canada now stands solidly with the United States in opposition to Kyoto, to real efforts to address the climate crisis, and to moving Canada into a new green economy. This is a dark and shameful time for Canadians.
Has Canada sunk this low, that we cannot do something about this foolish and irresponsible man who is destroying our international reputation - and our children's future? We have three other elected parties in Ottawa that claim to 'get' the climate crisis, and who outnumber the Conservatives. Surely a coalition government is possible? That happened during the Second World War in England, after many years of British Conservatives appeasing Hitler for the sake of "the economy."
Mr. Harper and the Conservatives have betrayed Canada, and they must go. Now.

Harper - and Canada - looks bad
I've noticed quite a few news stories today covering this. In every story Harper - and Canada - looks bad.
Why did Harper do this? I'm sure he's hoping that lots of Canadians are supportive of the misconceptions that 'binding targets will hurt the economy', or 'climate change is no big deal'. A few people might mistakenly buy into this based on the oil industry lobbyist spin and various other sources of disinformation, but Harper is mistaken in his thinking that Canadians are slow or ignorant of the truth. We are a sharp bunch, and like Jim said above, "Mr. Harper should beware. His actions imperil every child's future -- not just in Canada but around the planet. Beware of the mothers and fathers who -- with infinitely deep love for their children -- and profound hopes for their future -- will go to any length to protect them."

Conservative Spin Alert
"Aspiration In Our Time"
Elizabeth's description of Stephen Harper as a modern day Neville Chamberlain is solid and appropriate in the context of the Climate Crisis and Harpers response. Greens need to be aware that Conservative bloggers and spinners are now attempting to claim Elizabeth is associating Harper to Hitler rather than to Chamberlain. She never claimed Harper was like Hitler and frankly this deceptive spin is disgraceful. If an apology is in order it is from those who are making this false statement.

Everything you say can and will

No one should be surprised, Ms. May well understood how her comments could be used against her. Who said politicians were nice (to each other). Personally, I don't think I can hold my breath long enough to hear the apology.
On the other hand, Mr. Harper's actions are completely in character. Did we really expect him to show up at an environmental conference and attempt to lead the world into a new era? Mr. Harper is doing what he believes in, and we can expect him to be extremely effective at it.
The Conservative Party has strong leadership, is well funded and well organized. They will not make it easy for us to get our message out or worry about our sensibilties. Elizabeth made a strong statement to emphasize how our beliefs differ from Harper's, that we are getting any reaction at all proves she was effective.

Disappointed, but not surprised.
Although none of this surprises me any more, I can't help but continue to be disappointed every time Harper shows this failure in leadership. Leadership to me means being out ahead of an issue, not just reacting to polls.
Stephen Harper is NOT a leader.

The intent was not to call Elizabeth a saboteur, but ther we have her picture labelled as a saboteur if the reader stops at first glance.
Particularly should some web literate person clip just the picture and title, and attribute it to the GPC site, it becomes an embarrassment, not for those who tend to look deeper, but for those who take the clip as an internal attack on our leader.
