VICTORIA – The Green Party of Canada’s 2025 election platform once again demonstrates its commitment to climate action and to reducing social inequality. Today, the grand strategic challenge Canada faces is protecting its economic sovereignty without increasing its debt and deficit. This is possible if we focus on innovative approaches to generating public revenue.
The Green Party of Canada was the first party to publish costed policy planks with the Parliamentary Budget Officer (PBO), demonstrating its commitment to transparency and accountability. Central to the Green Party’s 2025 platform is a pioneering approach to intergovernmental collaboration, inspired by the successful Australian model known as the “Council of Australian Governments.” The proposed Council of Canadian Governments will encompass federal, provincial, territorial and local governments as well as Indigenous governments. This standing mechanism to promote collaborative governance would seek to ensure policy coherence and alignment.

These top-notch non-partisan experts offer their expertise to all parties to review platforms and proposals. Working with the PBO cannot start until the writ is dropped, and ever since the Greens have taken the opportunity to cost policies that can make a difference in the lives of Canadians.”
The Green Party’s policy proposals illustrate our commitment to increase government revenue without relying on uncertain retaliatory tariff revenues. Our Strategic Reserve strategy is designed to safeguard many resource sectors from the adverse impacts of US tariffs. Greens would direct such revenue (in whatever amount) to Canadian workers and sectors negatively impacted by US Tariffs.
The Green Party’s PBO-verified policies reveal transformative new revenue sources, including a financial transaction tax. Proposed at a rate of 0.35% applicable to market trading and currency exchanges, this tax is expected to generate significant revenue—projected to yield $51.3 billion in 2025-26 alone and accumulating $279 billion by 2030. Let’s be clear, a “financial transaction tax” does not mean every interaction of Canadians with their banks. It only applies to trading in currency or investments in the market.
The GPC also reaffirms its stance on wealth equity through the implementation of a Wealth Tax, targeting households with a net worth exceeding $10 million. This tax is projected to generate $121 billion by 2030, as outlined in the PBO’s latest analysis, reinforcing our commitment to social justice and economic fairness.
In alignment with Canada’s international obligations, we will also increase the Official Development Assistance (ODA) budget, reinstating the “Pearson target” of 0.7% of GNP dedicated to foreign aid. Amidst global challenges exacerbated by defunded US aid efforts, Canada must step up its contributions to the Global South. The Green Party also stands committed to Canada’s pledge toward the 17 Sustainable Development Goals.
As part of our responsible budgeting approach, we intend to reduce the Prime Minister’s Office budget dramatically, from $10 million per year to just $1 million. Although this cut may not significantly impact overall government finances, Greens are dedicated to efficiency and fiscal responsibility, and that power should stay in the hands of elected officials.
The Green Party is also dedicated to enhancing ethics and accountability within government and restoring public trust in government. We propose restoring the Duty to Act Honestly, previously removed by former Prime Minister Stephen Harper, and ensuring that the Ethics Code clearly reflects every Member of Parliament’s oath of loyalty to Canada. We need tangible consequences for acts of disloyalty. Such measures should be housed within the Office of the Ethics Commissioner.
The Green Party’s platform comprehensively addresses pressing issues such as income inequality, healthcare improvement, affordability challenges, and the escalating US trade war while responding to the climate crisis. Our strategies aim to move closer to a balanced budget than any other party, setting a new standard for fiscal prudence in Canadian politics.
